Maureen Testoni is the President and Chief Executive Officer for 340B Health, a nonprofit organization of more than 1,500 hospitals and health systems participating in the federal 340B drug pricing program.

Ms. Testoni is a national expert on all aspects of the 340B program, a frequent speaker at national conferences, and an author of numerous publications. Previously, she served in several leadership roles at 340B Health, most recently as the Senior Vice President and General Counsel overseeing the Legal, Policy, and Government Affairs Divisions, where she worked to influence law and policy regarding the 340B program.

Ms. Testoni is a leader in the efforts to protect the 340B program and ensure transparency and accountability for drug manufacturers participating in the program. She works with Congress and the Executive Branch to provide expert counsel on matters related to 340B. In 2018, Modern Healthcare named her as one of the “100 Most Influential People in Healthcare.”

Ms. Testoni has been representing health care providers in law firms, in trade associations, and on Capitol Hill for almost 30 years, providing legal, policy, and advocacy counsel. Ms. Testoni spent several years as a health care advisor on Capitol Hill, working for a senior U.S. Senator and a member of the House of Representatives.

While in private legal practice, Ms. Testoni represented hospitals and other providers regarding compliance with Medicare and Medicaid reimbursement and fraud and abuse laws, and HIPAA. She served as Senior Director for Legal and Regulatory Affairs at the American Psychological Association.

Ms. Testoni received her law degree from The George Washington University National Law Center, with honors, and her Bachelor of Arts in Public Policy from the University of Chicago. She is a member of the D.C. and Virginia bars.
