Susan Silberman is the Vice President, Research and Policy Analytics for 340B Health, a nonprofit organization of more than 1,500 hospitals and health systems participating in the federal 340B drug pricing program.

Susan L. Silberman is the Vice President of Research and Policy Analytics for 340B Health, a nonprofit organization of more than 1,500 hospitals and health systems participating in the federal 340B drug pricing program.

Dr. Silberman’s responsibilities include leading research and analytics to support policy development, advocacy, member education, and communications. She leads membership surveys, conducts quantitative and qualitative research, and manages external partnerships with consultant researcher organizations. She assists with planning for annual conferences, identifying speakers and content, as well as serving as a thought leader on 340B-related research.

Dr. Silberman has extensive experience in health care research and evaluation specific to policy development. Prior to joining 340B Health, she was the Senior Director of Research and Evaluation at the National Council On Aging (NCOA). She was the lead in measuring and tracking NCOA’s Social Impact to improve the lives of 40 million older adults by 2020. She served as Vice President, Research & Evaluation Policy and Programs at Kauffman and Associates, Inc, a government services firm that worked across Indian Country with federal, state, local, and tribal governments. During her tenure at AARP, she worked in State Research, served as Interim State Director for AARP Iowa and AARP South Dakota, and led campaigns in Maine and Wisconsin.

Dr. Silberman received a B.A. in Government and International Relations from Clark University in Massachusetts. She is a graduate of American University, with a master’s degree in international economic development. She holds a doctorate in political science with a focus on state politics, health policy, and administration from Michigan State University. She is a Certified Focus Group Moderator.
